The City of Wilmington recognizes the need to redevelop the Water Street Parking Deck and hired a consultant (DFI) to make a recommendation to Council on what, from an economic development and public interest perspective, is the highest and best use of the property.

On March 18, City Council will consider entering into an agreement in which DFI will solicit proposals from developers who would develop the property to include parking, residential, and some retail. To summarize, DFI recommends:
Two mixed-use buildings:
-Residential use
-Ground floor retail facing Water Street
-625-650 space parking deck- with half of these spaces for public parking
-Residential units to partially wrap around the parking deck so it is less visible from the outside
-Allow up to 2 additional stories of height to mitigate the cost of wrapping the parking deck with residential units
-Bijou Park pedestrian access from Front Street through to Water Street
-¼-acre of open space on top of the parking deck
